An independent project that was funded by Twitter
The BlueSky project was born a few years ago, when Jack Dorsey was still the head of Twitter. The latter had financed the project. But earlier this year, BlueSky obtained the status of an independent company, of which Jack Dorsey is a member of the board of directors.
This independence was also recalled by Jay Graber, the CEO of BlueSky, in a recent tweet.

BlueSky received $13 million in funding from Twitter. But this financing is subject to only one condition:“Bluesky must research and develop technologies that enable open and decentralized public conversation.”
In other words, as long as the funding is used correctly, BlueSky would not be at risk of losing it.
But what is BlueSky working on?
We could say that there are two projects. On the one hand, there is BlueSky, which could be an application. And on the other, there is the ATP protocol, which is under the MIT license, and of which BlueSky will probably be a client.
In any case, BlueSky's vision is very close to that of the social networkMastodon, with an operation comparable to e-mail: e-mail does not belong to anyone and an Outlook user can communicate with a Gmail user, or a person whose e-mail is hosted on their own server. Moreover, BlueSky has already published the documentation for its ATP protocol.
It should also be noted that the BlueSky company has a special status, that of Public Benefit LLC or a for-profit company which aims to produce a benefit for the public.
