Arcep: the French mobile bill continues to fall

ARCEP (Authorities of
Regulation of Electronic Communications and Posts) completed its
rapport
recently issued regarding the state of the mobile market
in France on the
last quarter of 2015. The latter notably highlightedthe
massive number porting at the end of last year
following a change
operator (2 million ports over the last quarter), i.e.the
highest level since 2012
and the arrival of Free. The news
information given by the organization reflects the current invoice
average monthly rate for French people when it comes to mobile. The latter
decreases from year to year:

In the fourth quarter of 2015, the average monthly bill was
16,3 € HT. It was in the first quarter of that same year that
this threshold, the lowest historically, has been reached. During the middle of the year,
the average monthly amount has fluctuated without significant decline.

To see the decrease, you have to seethe whole
year after year
. 11 years ago, the French paid on average
€30 excluding VAT per month, for packages which were of course not
not the same either. Prices began to decline around this time and
more strongly since 2011, year during which the invoice
monthly average was at25 € HT.

Since 2014 and 2015, this trend seems to have calmed down: French
gagneapproximately 50 cents per month on his bill from 2014 to
2015
, while there was a drop of 1 to 2 euros per year between 2011 and
2014.

At the same time, revenues from mobile services (voice, SMS and data)
have been decreasing since 2011to reach 3.5 million euros
last quarter of 2015. We can understand that if the prices continue
to go down, operators will see their incomepersist in this
drop
.

Thus, investments could suffer, particularly for hedging
4G in the territory and the development of new technologies. It is
moreover this theory that
supports Orange CEO Stéphane Richard
.

We actually notice that the trend is to hunt for new
customers withregular promotions for new customers,
each operator seems to want as a priority to recover a maximum of subscribers to
low prices, rather than keeping its subscribers with promotions favoring
seniority.

Right now,
of them
offers a
reduction of 10 euros
on its all-unlimited plans (5 GB at €9.99 and 10
Go at €14.99), and
Red by SFR
also has
its sales for new customers
, including unlimited 15 GB at 15 euros.

ARCEP is also of the opinion of
limit this promotions war
in order to revive investments
in the deployment of antennas and coverage of the territory in 4G for
quality and non-priced services.
