Thanks to this new feature, Apple intends to strengthen security around
d'iCloud and d'iTunes:

Concretely, the user who can activate this functionality via the
Apple site will thus be able to pair its usual Apple ID with one of its
devices which will then receive a 4-digit identifier allowing them to complete
l’identification.

In practice, every time you want to make a purchase on
iTunes or the App Store, you will need to enter the password and username
received on the designated device.

As a result, Apple Support will now be unable to
reset your account and the only way to do this will be to use a code
recovery provided by Apple when registering for the service.

Currently, two-step authentication is only available to
United States, United Kingdom, Australia, Ireland and New Zealand, but it does not
