It is a question here ofshortcuts created automatically by Siriand not shortcuts created manually with the Shortcuts app. The latter should be available forall users with iOS 12.
As a reminder, Siri Shortcuts are a new feature that allows you to accomplish certain recurring tasks more quickly, by creating shortcuts that allow Siri to interact with all apps.
Craig Federighi affirms that it is not possible to add this functionality to iPhones before the 6s model, otherwise it would negatively impact the performance of the machines.
