The purpose of the new functionality introduced by Apple in macOS is toreduce the charging power according to the age of the battery, to preserve it as long as possible. Depending on what we understand, the charge could take longer to wait for 100%.

This battery management tool will be exclusive to MacBooks with Thunderbolt 3 ports. It will beenabled by default, but can be deactivated or reactivated simply and manually by the user, in the macOS system preferences.
